Dr. Edwin T. Caoleng, OIC Vice President for Academic Affairs and concurrent dean of the College of Public Administration and Governance, has been formally conferred Career Executive Service (CES) Eligibility by the Career Executive Service Board pursuant to CESB Resolution No. 1832, s. 2026 on June 4, 2026.
The CES, created by virtue of Presidential Decree No. 1 issued on 24 September 1972, serves as the ‘third level’ or managerial class in the Philippine civil service group of career positions, aiming to 'form a continuing pool of well-selected and development-oriented career administrators who shall provide competent and faithful service.'
Dr. Caoleng passed all four stages of the CES eligibility examination process, which evaluates managerial competence, leadership capability, integrity, and executive potential.
He began his journey toward CESE in September 2023, when he took the written examination aimed to evaluate an applicant’s aptitude, general intelligence, and knowledge of management concepts and principles.
Afterward, he was subjected to the assessment center, a series of work-based simulations designed to measure managerial competencies, leadership potential, and decision-making abilities.
Then, he underwent the performance validation stage, which examined his actual workplace performance done by a CESB-certified validator, managerial and behavioral competence, and integrity through interviews and feedback from colleagues and stakeholders.
Lastly, the board interview, held in May 2026, assessed his confidence, creativity, self-worth, leadership qualities, accomplishments, and outlook on public service and organizational development.
