Advancing the Dalan ng Pananaliksik under the University’s DALAN Framework, Tarlac State University and the Local Government of Victoria, Tarlac reaffirmed their commitment to the continuing implementation for the Development of the Victoria Drainage and Biodiversity Plan during a meeting at the Victoria Municipal Hall on August 13, 2026.
University President Dr. Jasper Jay N. Mendoza and Victoria Municipal Mayor Hon. Rex C. Villa Agustin led the discussion on the ongoing project, which is covered by a memorandum of agreement (MOA) entered by TSU and LGU-Victoria in January 2026. The meeting also provided an opportunity to discuss the continuity of the project following the recent transition in the university administration.
During the meeting, newly designated Center for Engineering and Environmental Research (CEER) Director Engr. Bertrand Aldous L. Santillan reported on the project’s status, while Municipal Planning and Development Office Director Maria Roselle B. Galo outlined the expected outputs and implementation requirements. The meeting also covered updates to the project plans and deliverables, including the target completion of the drainage plan by September.
The parties likewise discussed additional funding support for the publication of research outputs, with LGU-Victoria expressing its support for the additional requirement through an addendum to the existing MOA.
The project, implemented through CEER, involves the development of a long-term drainage master plan based on an assessment of Victoria’s drainage infrastructure, hydrology, topography, and a baseline ecological assessment of Canarem Lake to support conservation and enhancement strategies.
Pres. Mendoza assured LGU-Victoria of TSU’s commitment to fulfilling its obligations under the agreement and thanked the local government for its continued partnership. Mayor Agustin, in turn, affirmed the LGU’s continued support for the project and its implementation.
