Tarlac State University conducted an orientation on the Revised Merit Selection and Promotion Plan for non-teaching Personnel (MSPP) on August 11, 2026, at the Main AVR, in a hybrid setup.
The orientation was led by the Office of Human Resource Development and Management’s (OHRDM) Recruitment, Selection, and Placement Unit, which aims to establish a recruitment and promotion system based on merit, fitness, and existing Civil Service Commission policies.
The system will also implement an outcome-based policy that recognizes applicants’ skills and knowledge and establishes a clear, transparent process to redefine qualification standards for employees.
TSU President Dr. Jasper Jay N. Mendoza emphasized that no university relies solely on its faculty.
“Behind every enrolled student, may kawani na nag-e-encode; behind every accreditation visit, may mga tao na naglilinis, nag-aayos, at nagbabantay hanggang hatinggabi. Behind every disbursement, every repair, every gate that opens every five in the morning, may TSU employee na tahimik naglilingkod, madalas hindi nakikita, o hindi napupuri,” Pres. Mendoza said in his speech.
“Hindi sapat ang magkaroon ng patas na sistema kung ang ating mga tao ay walang sapat na kakayahan na makapagsabayan dito. Sabi ko nga sa HR, ‘Kung ang pamantayan ay itaas ngunit ang suporta ay hindi, kasabay na itinataas ang resulta ay hindi katarungan kundi pagkabigo. Maraming mga kawani ang maisipag, matatapat at may malasakit ngunit kulang sa oportunidad na makaipon ng puntos para makasulong,” he further said.
Vice President for Administration Dr. Marlon Gamido said that MSPP was approved by the Board of Regents last January 2026 through Board Resolution no. 12, while the Civil Service Commission approved it as substantially compliant with the Omnibus Rules on Applicant and Other Human Resource Actions (ORA OHRA) last May.
“The revised MSPP is more than just a set of rules; it is a competency-based framework anchored on the university’s mission, vision, and strategic road maps,” VP Gamido said in his opening speech.
The OHRDM’s Recruitment, Selection, and Placement Unit will evaluate applicants based on their earned training, eligibility, awards, competency test, and performance.
Ms. Leighton Jer Tabunda, Administrative Officer IV, said they will also assess the educational qualification for the highest creditable point, trainings and seminars categorized as international and local, and training courses or long-term learning activities.
Points will also be awarded based on professional experience, eligibility, certifications, and professional contributions.
While the awards and commendations are specified in the relevant areas of specialization, heroic deeds (lifesaving awards, bravery medals, and integrity awards) and extraordinary acts or services are also recognized.
Ms. Tabunda also mentioned the competency assessment, including the behavioral interview, aptitude test, and technical competency test.
The Human Resources Selection Portal (HRSP) was also launched by the Office of the Management Information System, presented by its developers, namely Ms. Allana Ellaine E. Liscano, Computer Programmer I, and Mr. Nicholas Mathew S. Domingo, Computer Programmer I.
According to VP Gamido, HRSP will make the selection process more efficient and accessible.
Ms. Liscano said HRSP’s main feature is the profiling, which is similar to LinkedIn. They incorporated some parts of the Personal Data Sheet (PDS), and the application process allows applicants to submit and track their application status through the system.
OMIS developed the system for six months before launching it.
